\Why dont you go for cummunity centre or any religious place.

you can check into local park buildings- they rent them out for pretty cheap and you can decorate however you want and bring in your own caterers and booze.

Low budget party venues may include community halls and baraat ghars. Weddings in parks may not be an cheap option coz of high rates of tents and decorations. Also dat these tents are not weather proof and you wud hav to arrange for a place where d bride wud sit until d baraat arrives… Community halls solve these problems to a very large extent & also provide a much needed storage space.
Low budget caterers may include your local halwais but u gotta keep a check on d amount of ingredients they are using so der wud b atleast 1(preferably 2) responsible person to be present wid them always! If u go for the per plate system, den do keep an eye at d plate counter. Most of the caterers fool people by the number of plates they are keeping.
So, now go ahead & plan d wedding with an edge:-) Also do remember to have fun at d wedding along with doing all the work!
